Having similar problem on a new PS4 500gb slim (not restarting my router yet though).
Netflix is very sluggish too.
Weird, as both seem to work just fine with the Xbox 360 that I still keep around.
I'm with fastcom rather than Talk Talk, so maybe it is a problem with either the PS4 istelf or the app, rather than the isp?
