There's a specific issue with wifi only devices running Marshmallow (so the Nexus 7 & 9) which could cause device registrations to fail. That's been fixed in the latest 4.2.3 release.
If you've hit the device change limit, then you could contact customer services and see if they can help, or just wait until Tuesday when the counter resets.
