You can't "download a programme from my sky box to my iPad" anywhere other than on your home network.
When in EU countries, your Sky Q app can access most of your subscribed Sky channels, streamed from Sky servers to your tablet: your Sky box isn't involved.
In the US, only content already saved to your tablet can be expected to work, and even that can be unreliable: some users have found they need to switch off location services and WiFi first.
